Job Title: Data Analyst / Strategist (CBP DTO)

Company: BLN24

About Us: We find strength in teamwork-a better you is a better us
BLN24 is an award-winning Management Consulting Firm that supports the U.S. Federal Government in successfully achieving their mission and goals. Our service and solutions delivery start with understanding each client’s end-state, and then seamlessly integrating within each Agency’s organization to improve and enhance strategic and technical operations and deployments.

Position Overview:
Support the Chief AI Office and DTO leadership by designing methodologies, processes, and tools that measure the impact of digital transformation initiatives. This role serves as a measurement and impact specialist, building frameworks, dashboards, and reporting mechanisms to clearly quantify the value of CBP’s digital modernization. Partnering with the Chief AI Office, IT, and business sponsors, this individual captures “Time Back to Mission,” tracks adoption, and provides repeatable, data-driven evidence of efficiency gains and workforce improvements.

Key Responsibilities:
  • Design and implement repeatable measurement frameworks for assessing impact of digital tools, RPA, AI pilots, and service redesigns
  • Develop dashboards, data models, and visualization tools (Power BI, Tableau, Qualtrics, Databricks) to track operational efficiencies.
  • Partner with Office of Information Technology and program sponsors to define baselines and collect pre- and post-implementation performance data.
  • Translate quantitative and qualitative findings into actionable recommendations for CBP senior leadership.
  • Contribute to statutory deliverables (OMB A-11 Section 280, HISP, GSDI) by supplying data-driven insights.
  • Apply CX and human capital principles to ensure measurement captures workforce productivity and morale as well as operational outcomes.
Required Qualifications:
  • Bachelor’s in Economics, Data Science, Statistics, or related field; Master’s preferred.
  • 6–8 years of experience in program evaluation, performance measurement, or applied data analytics.
  • Demonstrated ability to quantify business value of technology initiatives in a federal or enterprise environment.
  • Familiarity with RPA, AI, and digital service transformation concepts.
  • Excellent communication skills for briefing C-suite executives and senior federal stakeholders.
What BLN24 brings to the Game:
BLN24 benefits are game changing. We like our team to play hard and that means they need to be taken care of — physically, financially, and emotionally. We make sure to keep them in the game by giving them access to generous medical, dental, and vision plans.
  • You can join one of the fastest growing companies headquartered in the Washington DC Metro Area. We give you the opportunity to work in different sectors, so you have the chance at variety while maintaining stability.
  • Flexibility at BLN24 allows each individual the opportunity to balance quality work and their personal lives. Depending on projects, we allow remote working opportunities so you can always be in the game no matter where you call home.
