Job Description
JOB SUMMARY: Hood River County is looking for a Program Manager, Emergency Management to join our Sheriff’s team and play a critical role in planning and administering the emergency management program in coordination with Federal, State, county, and city agencies, fire departments, public utilities, and other organizations while also developing and managing the annual EMPG grant budget. This role is responsible for extensive public outreach to provide education and information regarding emergency readiness across our community, directing coordinated operations under simulated state of emergency conditions for drills and training. You will be compiling detailed, accurate reports to meet State and Federal deadlines. If you are a detail-oriented, self-starter who is passionate about coordinating support from state and federal agencies and assisting county law enforcement, fire, EMS, and emergency services organizations during emergencies, this might be the role you’ve been looking for.
ESSENTIAL FUNCTIONS:
This position will be required to be available to respond to emergencies as necessary and inspect emergency sites. This position will be required to have thorough knowledge of the laws, rules and regulations pertaining to Emergency Services and have knowledge of the County geography. The selected candidate will coordinate with incident command, county administration, Oregon Office of Emergency Management, FEMA and other government agencies as the official disaster management division for the County.
SKILLS:
Reporting: Compiling detailed accurate reports to meet state and federal deadlines.
Public Outreach: To provide education and information regarding emergency readiness across our community.
Strategic Planning: Developing and updating comprehensive emergency plans (e.g., Emergency Operations Plans, Continuity of Operations Plans) that comply with federal standards like NIMS (National Incident Management System).
Training & Exercises: Designing and leading training exercises or full-scale drills to test the response capabilities of staff, first responders, and stakeholders.
Stakeholder Coordination: Acting as the primary liaison between local, state, and federal agencies (like FEMA ), as well as private sector partners and non-profits.
Crisis Response: During an actual event, the Program Manager often serves as the EOC Director or Incident Commander, coordinating resource allocation and public information.
Post-Disaster Recovery: Leading after-action reviews to identify failures and successes, and managing the complex grant application process for federal disaster relief funds.
