Job Description

The Texas Rising Star Mentor Supervisor has overall responsibility for all Texas Rising Star Mentor functions, and supervises all Texas Rising Star Mentors, ELP Coordinator and Texas Rising Star Coordinator staff directly and has ultimate responsibility for all staff and their duties. Responsible for directing the delivery of all Texas Rising Star mentor services and assuring performances are met. Responsible with the coordination and implementation of all TRS related activities associated with the Child Care Services (CCS) Program. Duties will include assisting the Child Care Services Program Manager with the child care program to include quality initiatives.

DUTIES AND RESPONSIBILITIES:

• Texas Rising Star Mentor Supervisor is defined as an individual meeting the definitions of a mentor.
• Serves as the liaison between employers and the SERCO-operated Workforce Career Centers and adheres to the SERCO mission.
• Texas Rising Star Mentor Supervisor is defined as an individual meeting the definitions of a mentor.
• Assists providers obtain, maintain, or achieve higher star levels of certification.
• Complete annual professional development and continuing education consistent with the CCR Texas Rising Star annual minimum training hours requirement for a Texas Rising Star–certified child care program director.
• Staff members are mandated reporters when observing serious incidents, as described in the Texas Rising Star guidelines.
• Provide mentoring and/or technical assistance to Entry-Level Child-Care Providers and Texas Rising Star providers.
• Ability to organize and manage multiple priorities.
• Responsible for overseeing the caseload of Child Care Services to customers ensuring positive outcomes
• Submits required reports in an accurate and timely manner
• Selects, assigns, evaluates and recommends termination of staff in accordance with Serco Personnel Policies
• Works with the contract manager and child development to assure CCS operations are completed as required
• Works cooperatively with Serco in supervising and coordinating workload of CCS staff
• Handles provider and staff concerns in a professional and efficient manner.
• Participates in training projects to promote staff development
• Provides and ensures communication among areas of responsibility through interpretation of CCS policies and procedures
• Establishes a method of learning and resolving complaints, originating from providers, in accordance with guidelines set by the Texas Workforce Commission
• Assures accuracy in ELP files according to policy and procedure relating to quality assurance
• Provides effective interface with advisory boards, neighborhood councils, special committees and other agencies and non-profits
• Must be able to use problem analysis and problem resolution at both a strategic and functional levels.
• Develops and implements Staff Development for personnel on a cycle for knowledge, skills, and job specific responsibilities
• Performs other duties as assigned
• Must be able to travel within service area and outside the area for staff development or training.

EDUCATION AND EXPERIENCE:

1. Bachelor’s degree from an accredited four-year college or university in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science
2. Bachelor’s degree from an accredited four-year college or university with at least 18 credit hours in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science with at least 12 credit hours in child development
3. Associate’s degree in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science, and two years of suitable experience in early childhood education as determined by the Board.
4. Minimum work experience requirements of one year of full-time early childhood classroom experience in a child care, Early Head Start, Head Start, or prekindergarten through third-grade school program.

  DESIRED KNOWLEDGE, SKILLS AND ABILITIES:

1. Proficiency in the use of computer reporting and database programs.
2. Proficiency in Microsoft Office Excel, Word and Power Point.
3. Proficiency in Microsoft Office 365, One Drive and Share Point.
4. Proficiency in resume writing and review.
5. Proficiency in interviewing skills.
6. Proficiency in public speaking.

  OTHER REQUIREMENTS:

Attain and maintain the Texas Rising Star Assessor Certification.

Attain Texas Rising Star Mentor micro-credentialing.

  SPECIAL REQUIREMENTS:

1. Must possess and provide a valid Texas Driver's License and Automobile Liability Insurance as required by the State of Texas.
2. Must have access to reliable transportation in order to travel within service area.

The physical demands and work environment characteristics describe here are

representative of those that must be met by an employee to successfully perform

the essential functions of the job.

PHYSICAL DEMANDS: While performing duties of the job, employee is

occasionally required to stand; walk; sit; for long periods of time. Employee

must be able to drive for extended periods of time. Employees must

occasionally lift and /or move up to 25 pounds, must be able to set up

display area.

WORK ENVIRONMENT: Fast paced, demanding physically and mentally,

will be in constant communications. This is a telework position MUST have reliable internet connection and hardware for initial onboarding.
